Position Summary:

The Manager-Market Development and Public Policy will lead EVgo’s policy engagement with public utility commissions, state legislatures, state energy offices, and state departments of transportation (DOTs) in Western states including but not limited to California and Washington, as well as work closely with priority local governments. The Manager of Market Development and Public must be a self-starter, have strong writing skills and experience interacting with public utility commissions and state agencies, and prepare written and oral testimony. This position can be remote with travel requirements, and preferences for candidates located in California.

Responsibilities:
  • Lead EVgo’s policy efforts in key states on the West Coast including but not limited to California and Washington
  • Develop EVgo’s policy positions and strategy in relation to regulatory and legislative engagement, with a stronger focus on regulatory and state agency engagement
  • Draft written testimony and public comments in EV dockets and utility rate cases and regulatory proceedings related to EV charging and rate design and serve as an expert witness as needed.
  • Guide internal teams on strategies for obtaining public funding and grant opportunities and engage with government officials and other stakeholders through public processes regarding the implementation of the National Electric Vehicle Investment (NEVI) and respective state public funding programs
  • Provide and contribute to shaping thought leadership on policies that will increase transportation electrification
  • The Manager-Market Development and Public Policyoutside regulatory counsel and other consultants
  • Work collaboratively with internal cross-functional teams and external coalitions of stakeholders, including trade associations, consumer advocates, and NGOs.
  • Work at the state and municipal levels to identify and craft solutions to alleviate barriers and accelerate the deployment of charging infrastructure
  • Monitor rate filings, a state agency, and legislative action, trade press, and other sources for developments in EV charging and position EVgo accordingly.
  • Collaborate with the rates team, grants team, and outside consultants on potential electric rate structures and incentive programs
 Required Skills and Experience:
  • Bachelor's degree in Economics, Finance, Business, Engineering, Public Policy, Political Science, or related field or equivalent experience in regulatory and policy engagement.
  • At least 5 years of relevant work experience on issues related to transportation electrification, clean energy, or energy efficiency.
  • Experience interacting with utilities, public service commissions, and state agencies such as the California Energy Commission or the California PUC
  • Skillful at navigating regulatory dockets, legislative strategy, and public speaking.
  • Ability to read and interpret utility tariffs, regulations, and technical documents; comfortable working regularly with cross-functional teams.
  • Strong writing and presentation skills, with experience drafting public comments
  • Fundamental understanding of EV charging technologies, rate design, and utility rate-making process.
  • Willingness to take initiative, work through obstacles, and drive projects forward.
  • Strong organizational skills and excellent attention to detail.
  • Excellent time management and prioritization skills.
  • Highly collaborative and team-oriented.
  • Self-starter, with comfort and interest in owning outcomes and delivering results.
